【摘要】:1.1Therequirementtosearchpedestriansforspecialnuclearmaterial(SNM)topreventitsthefthaslongbeenapartofbothUnitedStatesDepartmentofEnergyandUnitedStatesNuclearRegulatoryCommissionrulesforthephysicalprotectionofSNM.InformationontheapplicationofSNMmonitorstoperformsuchsearchesisprovidedinGuideC1112.ThisguideestablishesameanstocomparetheperformanceofdifferentSNMpedestrianmonitorsoperatinginaspecificlaboratoryenvironment.ThegoalistoproviderelativeinformationonthecapabilityofmonitorstosearchpedestriansforsmallquantitiesofconcealedSNMundercharacterizedconditions.TheoutcomeoftestingassignsasensitivitycategorytoamonitorrelatedtoitsSNMmass-detectionprobability;themonitor''scorrespondingnuisance-alarmprobabilityforthatsensitivitycategoryisalsodeterminedandreported.1.2Theevaluationusesapracticalsetofworst-caseenvironmental,radiationemission,andradiationresponsefactorssothatamonitor''slowestlevelofperformanceinapracticaloperatingenvironmentfordetectingsmallquantitiesofSNMisevaluated.Asaresult,whenthatmonitorismovedfromlaboratorytoroutineoperation,itsperformancewilllikelyimprove.Thisworst-caseprocedureleadstounclassifiedevaluationresultsthatunderstateratherthanoverstatetheperformanceofaproperlyusedSNMmonitorinoperationaluse.1.3TheevaluationappliestotwotypesofSNMmonitorsthatareusedtodetectsmallquantitiesofSNM.Bothareautomaticmonitors;onemonitorspedestriansastheywalkthroughaportalformedbythemonitor''sradiationdetectors(walkthroughorportalmonitor),andtheothermonitorspedestrianswhoarestationaryforashortperiodoftimewhiletheyaremonitored(wait-inmonitor).Thelattercanbeaportalmonitorwithadelaymechanismtohaltapedestrianforafewsecondsoritcanbeanaccess-controlboothorroomthatcontainsradiationdetectorstomonitorapedestrianwaitingforclearancetopass.1.4ThevaluesstatedinSIunitsaretoberegardedasstandard.1.5Thisstandarddoesnotpurporttoaddressthesafetyproblems,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
